I want to start working on ARM. Can anyone suggest me a basic development board for ARM? And which ARM micrcontroller is widely used.

Now here it depends from where you start from... ARM are used everywhere and in all flavors starting from a bare metal controller to running big OSes like Ubuntu, Fedora... etc. The smallest or easiest ARM series is ARM7, but I think ARM7 is going obsolete now. So I would suggest you to go with any Cortex-M3 processor like Stellaris LM3S series or STM32 from ST Micro.
The reason for going on Cortex M3 is it can work as a bare metal as well as you can port small to medium size RTOS on it to get hands on with OS concepts too. So don't wait up.. get started
